| REQUIRED: | Request for Reconsideration: Bill Wayne – 2026 Season Roster Rating
The Appeals Committee previously denied Bill Wayne’s appeal to remain at the 4.0 level for the 2026 season. We respectfully request reconsideration based on the following additional information, which strongly supports approval of his appeal:
1. Season Index Increase
• Bill competed on both 50+ 4.0 and 65+ 4.0 teams in 2025.
• He began the season at 4.21 and ended at 4.55 (+0.34).
• Breakdown of increase:
o +0.06 from the more competitive 50+ division.
o +0.28 from the less competitive 65+ division.
• 82% of his increase came from 65+ results, which do not fully reflect higher-level competition.
• Notably, +0.11 of the increase came from a single 65+ match (6 games) against a team that failed to win a match all season and won only 28% of their games overall.
2. Time Spent Above and Below 4.5
• During the 2025 season:
o 65% of the time Bill’s index was below 4.5.
o 35% of the time it was above 4.5.
• His performance trend more closely aligns with a 4.0-level player than 4.5.
3. End-of-Season Matches
• Bill’s final two matches were with the 65+ 4.0 team.
• On March 13, 2025, after his second-to-last match, his index stood at 4.49.
• On March 18, 2025, he won all six games, which raised his index from 4.49 to 4.55.
• Without this single match, he would have finished the season at 4.49, qualifying for a 4.0 roster rating.
4. State Tournament Performance
• Bill competed in the 65+ 4.0 division at the State Tournament.
• With partners Michael Scott and Dan Bromley, his team finished 6–6 with a –4 point differential, despite slightly higher indexes than their opponents.
• Tournament results are not counted toward indexes, but had they been, Bill’s rating would likely have dropped below 4.5.
 
5. DUPR Rating Anomalies
Bill’s DUPR history from July 2023 to August 2025 reflects multiple inconsistencies:
• July 2023: started at 3.782 and ended at 3.734
• September 2024: started at 4.312 and ended at 4.615
• November 2024: started at 4.448 and ended at 4.379
• August 2025: started at 4.552 and ended at 4.589 or 4.692 (depending on where you look for the DUPR rating.)
Across these events, his rating rose twice and fell twice, but never started where the previous tournament ended. These unexplained resets or adjustments call into question the accuracy of his DUPR rating.
By contrast, APPL applies a transparent method: a player’s end-of-season index becomes their starting index for the next season. Using this approach, Bill’s rating today would be well below 4.5.
6. Overall Assessment
• Had Bill played exclusively in the more competitive 50+ division, his season index would likely have been 4.25–4.30.
• His heavy participation in 65+ matches artificially inflated his index.
• Considering both divisions, his true competitive level is in the 4.35–4.40 range, not 4.55.
• Bill is a solid 4.0 player who may progress to 4.5 in the future but is not yet consistently competing at that level.
Conclusion
The evidence clearly demonstrates that Bill Wayne’s current skill level is consistent with a 4.0 roster rating. We respectfully request that the Appeals Committee reconsider and approve his appeal to remain at the 4.0 level for the 2026 season.

2025 APPL Season - 65+ 4.0 Division - East Valley Region
TVR Bad Intentions
My Results: 85%/15% (win/loss) - played 54 games
While my winning record in this division was high, the competition was significantly below the intended 4.0 level. When the APPL Indexes were published at the end of the season, many players on opposing teams were rated at 3.5, with one player even rated at 3.0. In contrast, my team’s ratings were all at 4.0, except for one player at 3.5.
2025 State Tournament – 65+ 4.0 Division
Team Results: 66%/34% (win/loss)
My Results: 50%/50% (win/loss) – played 12 games
The two teams we faced at the State Tournament were legitimate 4.0 teams, in clear contrast to the much weaker teams we played against during the regular season.
2025 APPL Season – 50+4.0 Division – East Valley Region

Team Results: 70%/30% (win/loss)
My Results: 63%/37% (win/loss) – played 48 games
While my overall win percentage was 63%, my win percentage was only 47% when I played with higher skilled partners with 4.5 ratings at the end of the season.
Overall Summary Request
Based on the information above and my current DUPR rating of 4.326 with a 18% validity, I strongly believe that if the 65+ 4.0 division had competitive teams at an appropriate skill level—similar to my experience at the State Tournament and when I competed in the 50+ 4.0 division—my rating would have remained below 4.5. I am confident that I am a solid 4.25–4.40 player and should therefore compete at the 4.0 level in the 2026 APPL season.
